Principal Duties and Responsibilities: |
Manages and coordinates Pre Award research administration. In
collaboration with the Post Award Grants Manager, manages and
supervises Contracts and Grants Administrators (CGAs) and
support staff. Develops and maintains quality assurance
processes to ensure timely and detail-oriented processing of pre
award grant administration and other tasks. Responsible for all
aspects of Pre Award management and monitoring the various
aspects of pre award pending and in progress grant applications,
subawards/subcontracts, and other VMRF-administered projects.
Provides direction and assistance to Veterans Medical Research
Foundation (VMRF) Principal Investigators and their staff
regarding proposal preparation and submission. Assists Contracts
and Grants Director (CGD) and CEO with specific policy and other
tasks. Key responsibilities include, but are not limited to, the
following: Responsible for institutional oversight and all
aspects of pre award administration. Develops and monitors
methods and procedures to produce organizational reports for pre
award functions. Responsible for the identification, review, and
evaluation of potential negotiation points of grants,
sub-awards, sub-contracts, and agreements, excluding industry
sponsored awards. Coordinates with CGD on the negotiation
aspects of this evaluation. Prepares monthly pre award and other
reports as needed for C&G Department. Responsible for ensuring
on-time, compliant, and accurate submissions. Supervises
employees in the C&G Department to include monitoring of work
flow, reassignment of tasks where necessary, quality control,
employee performance and reviews, training and discipline. May
perform additional duties as required. |

Relevant Work Experience: |
At
least four years of research administration experience or
equivalent combination of education, training, and experience.
Three years of supervisory/management experience in research
administration environment preferred. Thorough understanding of
research administration. Demonstrated experience and knowledge
of federal agency policies and procedures as well as applicable
OMB circulars and fundamentals of research administration.
Demonstrated ability to prepare projections and budgets.
Experience in pre award research administration of sponsored
projects. Experience using sponsor electronic research systems
(NIH eRA Commons, NSF Fastlane,
grants.gov,
NASA NSPIRES, NOAA Grants Online, etc.) is preferred. |

post award functions. Reviews and approval of all annual and
final technical, fiscal, and other reports; and is responsible
for compliance with sponsor requirements by or before deadline.
Reviews deficits on PI project accounts monthly. Provide
feedback to CGAs and Contracts and Grants Director (CGD) as to
how deficits can be alleviated, decreased, and avoided in the
future. Manages grant sub recipient monitoring process of C&G
department and address issues as needed. Identifies cost-sharing
requirements and other special terms and conditions in award
documents. Formulates method for tracking and discusses these
requirements with CGD, prior to initiating award. Oversees CGA
monitoring to ensure that all active projects have current VA
R&D project approvals. Supervises employees in the C&G
Department to include monitoring of work flow, reassignment of
tasks where necessary, quality control, employee performance and
reviews, training and discipline. May perform additional duties
as required. |

Principal Duties and Responsibilities: |
The position will focus on administration of Principal
Investigator's (PI) grants and contracts in accordance with 2
CFR 230 and 2 CFR 215 and various agency guidelines. Will
perform the following duties: Assist with administration
of subcontracts review, award, and administration and function
as an administrative liaison to subcontractors or subgrantees as
appropriate. Coordinate pre-submission and continuing
review documentation to ensure timely submission to VA Research
Administration for current R&D approvals. This will
include the preparation and submission of other documentation to
VA R&D subcommittees and other compliance-related reviews (i.e.,
IRB, IRC, RIS, IACUC). Plan and participate in contract
administration meetings as request. Review and keep
up-to-date on agency guidelines such as VA, NIH, Marine Corps,
Army, and DoD. Assist PI in complying with all
administrative responsibilities. Interpret grant and
contract requirements and funding agency guidelines.
Responsible for the financial stewardship of project funds.
This includes adhering to appropriate agency and VMRF guidelines
for allowability, allocability, and reasonableness of
expenditures as well as oversight of project's budgetary
parameters. Notify PI of progress report submission
deadlines. Review PI progress reports for formatting,
content, spelling, and grammar and coordinate to correct any
errors. Coordinate with VMRF Contracts & Grants Department
(C&G) to deliver project reports. VMRF will review
and submit all project reporting as required by the funding
agency and ensure accurate and timely completion. Attend
VMRF C&G weekly and other scheduled meetings. Assist with
other administrative duties as required (procurement, travel,
scheduling, etc.). May perform additional duties as
required. |
