In 1999, NAVREF received verbal guidance from VA Central Office Human Resources Management staff instructing NPCs to obtain without compensation (WOC) appointments for all employees working for an NPC on VA approved research and education activities for the protection of the VA, the NPC and the employees. “All employees” includes VA-paid employees working for an NPC on VA-approved research and education during their non-VA duty hours. Therefore, VA employees doing paid work for the NPC will have two appointments with the VA: 1) the full or part-time VA-paid appointment, and 2) a WOC appointment for work performed for the NPC.
