Reimbursing the Medical Care Appropriation for Clinical Services
Provided Purely for Research Purposes
Federal regulation 38 CFR
§ 17.102 and provisions in VHA manuals dating back to the 1980s have
been interpreted to require NPCs to reimburse VAMCs for clinical
services (x-rays, laboratory tests, MRIs, etc.) provided to non-veterans
and to veterans participating in NPC-administered studies when the
clinical service is provided over and above standard of care and purely
for research purposes.
It is
incumbent on each NPC to work with its affiliated VAMC to establish
an MOU between the NPC and the VAMC that provides for reimbursement and
applicable policies and procedures.
The following items are provided to
assist NPCs in complying with this requirement.
