1.  2009 Annual Conference August 24 Registration Deadline Nears.

2009 Annual Conference August 24 Registration Deadline Nears.  The August 24 deadline for regular registration for the 2009 NAVREF Annual Conference is fast approaching.  After that date, the fee will go up $75.00.  If you and others planning to attend from your NPC have not yet registered, please do so at your earliest convenience.  This will help with NAVREF planning and will save your NPC $75.00 per registrant.  To register, please go to:  https://www.regonline.com/NAVREF09AC.  Please see below for a list of registrants as of 1:30 p.m. East Coast time on August 13.  If the name of someone you believe to be registered is not listed, please contact the NAVREF office.

2.   NPC Statute Passed by House; On “Hold” in Senate

 

NPC Statute Passed by House; On “Hold” in Senate.  NAVREF is very pleased that after being approved by the full House Committee on Veterans Affairs on July 23, the House passed H.R. 2770, the Veterans Nonprofit Research and Education Corporations Enhancement Act of 2009, as amended, on July 27.  Thanks to the leadership of Bob Filner (D-CA), chairman of the House Committee on Veterans Affairs and Ranking Member Steve Buyer (R-IN), as well as Health Subcommittee Chairman Mike Michaud (D-ME) and Ranking Member Henry Brown (R-SC), the bill was passed under the House unanimous consent rules.  This was the culmination of much effort by NAVREF and HVAC staff members, with particular thanks to Health Subcommittee Staff Director Cathy Wiblemo and Professional Staff Member Kristy Park as well as Minority Staff Director Dolores Dunn.

 

Things are not going as smoothly for the Senate companion bill, S. 252, the Veterans Health Care Authorization Act of 2009, which includes title VI, Nonprofit Research and Education Corporations.  The Senate Committee on Veterans Affairs (SVAC) has bundled together in S. 252 the NPC legislation and other bills related to veterans’ health care including personnel matters, quality management, women veterans and homeless veterans outreach, mental health care, and safety in and around VA facilities. 

 

The SVAC sought to have S. 252 passed under the Senate unanimous consent rules before the August recess, but ran into a snag when a senator placed a “hold” on the bill.  This arcane Senate rule allows any senator to stop action on legislation anonymously and for an indefinite period of time.  This does not mean that S. 252 is dead; it simply means that the senator who placed the hold will have to be persuaded to lift it or the Senate leadership will have to decide to override it.

 

As soon as more details of SVAC plans to advance S. 252 are available, NAVREF will decide on a course of action.  This may include asking NPCs to send letters to their senators urging them to support bringing S. 252 to the Senate floor for consideration and a vote.  Because VA supports title VI of S. 252 – and has testified to that effect during HVAC and SVAC hearings – NPCs may participate in efforts to secure its passage.  Please watch for an email during the coming weeks.

 

3.  NAVREF Member Profiles Web Site Up and Running.

 

NAVREF Member Profiles Web Site Up and Running.  NAVREF members will recall that last year NAVREF committed to creating a web site with details about NPCs to foster communications among members and to serve as a resource for potential research sponsors. Our goal was to duplicate online the popular directory provided to NPCs and industry sponsors in early 2008. We are very pleased that this web site is now active. During the next week or so, please watch for an email from NAVREF’s administrative and conference assistant, Sonie Mathew, with a link to the profile web page. The email will provide your NPC’s log in and password information as well as instructions for accessing and populating your NPC’s profile.

 

Most, but not all, of the information you provide will automatically upload to a web page that is intended to make it easier to for NPCs to reach out to each other and for potential research sponsors to identify likely sites for studies. By clicking on an NPC’s name, you and sponsors will be able to access details about the NPC and its affiliated VAMC research program. A few items of information will not be made publicly available, but will be collected and held by NAVREF in order to respond to inquiries from other NPCs.

 

Again, please watch for an email from Sonie and then take a few minutes to input information about your NPC. Additionally, after giving NPCs a couple of weeks to enter their data, please let potential sponsors know that this NPC resource is available.

 

4.  Novartis Follow Up; Other Sponsor Contact Welcome. 

On August 10, Eugene Patin, National Director, Novartis Clinical Operations, Inc., sent a communication to all Novartis regional directors directing them to assign a local Novartis staff member to follow up directly with each NPC contact named on the NAVREF membership list.  This will give NPCs an opportunity to become acquainted with local Novartis staff members and to educate them about the research programs conducted at their VAMC. 

Feedback on the July 20 membership call with Novartis was extremely positive.  NAVREF welcomes hosting similar calls with other companies that have executed master CRADA templates with VA.  However, we need your help identifying company representatives to conduct the calls.  Please ask your industry contacts to consult up the chain of command within their companies to determine who could speak for the company on 1) its approach to partnering with organizations to conduct clinical trials; 2) areas of focus for upcoming trials; and 3) how to foster collaborations with VA sites using their master CRADA.  Please ask company representatives to contact Barbara West at bwest@navref.org or call 301-656-5005.

 

5.  VA Offers Reimbursement for CPE/CME.

 

NPCs should be aware that VA is now offering reimbursement to full time, board certified VA physicians and dentists for costs associated with CPE/CME credits.  According to an official VA notice, “38 U.S.C. § 7411 provides that full-time, board certified physicians and dentists shall be reimbursed for expenses incurred, up to $1,000 per year for CPE.  Section 7411 was placed into law in May 1991, but was not a VA funded legislative initiative and consequently was inconsistently applied.”  Eligible VA personnel may apply retroactively for unreimbursed expenses incurred as far back as FY 2001.

6.  403(b) Plan Rules Are Changing.

The Pension Protection Act of 2006 contained a number of clauses pertaining to retirement plans.  Federal agencies – including Treasury, IRS and Labor - have recently finalized and published the regulations that implement these changes.  Some of these make 403(b) plans more similar to 401(k) plans or require additional reporting and possibly audits of organizations that meet certain thresholds.  NAVREF encourages NPCs that administer employee retirement plans to consult with their plan providers and accountants to ensure that they are in compliance with the new requirements.

 

7.  CRADA Registry – Still Under-Used.

NPCs are reminded that they must enter CRADAs into the CRADA registry at the time they begin discussions with a potential sponsor.  The purpose is to avoid duplication of NPC and VA attorney effort when a sponsor intends to enlist multiple VA sites for a study.  A second registry entry is required as soon as the medical center director signs the final CRADA.  TTP is working to finalize an online submission process.  In the meantime, NAVREF acknowledges that the current Excel spreadsheet/email process is cumbersome, but necessary.  Please take a few minutes to confirm that your NPC is current in its registry submissions. 

8.  FoundationSearch America Feedback

As noted in a May 2009 newsletter, FoundationSearch America has been in contact with NPCs to offer services in aid of identifying potential research funders.  Feedback to date indicates that NPCs that have looked at FSA have concluded that it may be better suited to social service nonprofits.  NAVREF asks any NPC that has had a positive experience with this service to please contact the NAVREF office.
