While performing NPC work, NPC employees will work side by side with federal (VA) and perhaps state (university) employees. NPCs should make it understood that NPC employees are not state or federal employees and work policies of each employer may differ from the NPC. However, it is incumbent on the NPC to avoid conflicting policies.

The executive director (or designee) should be the only person with the legal authority to appoint, reappoint, terminate or change an employee’s work status or pay. Oral or written statements or promises concerning employment status made by any other individual is not binding upon the NPC unless confirmed by the Executive Director (or designee) in writing.
