About NAVREF and the NPCs

NAVREF

Formed in 1992, the National Association of Veterans' Research and Education Foundations (NAVREF) is the membership organization of the VA-affiliated nonprofit research foundations, also known as the nonprofit research and education corporations (NPCs).

NPCs

Established and operated in accordance with 38 USC §§7361-7368, NPCs serve as flexible funding mechanisms for the conduct of approved research and education at VA medical centers. Currently there are 85 NPCs across the nation, forming a network of nonprofits exempt from taxation under section 501(c)(3) of the IRS code and dedicated to supporting VA investigators and meeting the needs of VA research programs.

Industry sponsors placing clinical trials at VA medical centers work with VA investigators and NPC personnel to complete CRADAs and establish budgets. NPCs assist investigators in preparing projects for VA review and shepherd them through the necessary VA approvals. Upon signing of CRADAs and completion of VA approvals, NPCs then administer the projects, including managing the funds, hiring employees and procuring supplies.
