1. In an effort to address nationwide concerns regarding recruitment of
key research staff, Veterans Health Administration (VHA) Office of
Research and Development (ORD), along with the VISN 7 Delegated Examining
Unit (DEU) in Atlanta, has established a standing register for positions
such as, Research Technicians, and Associates in the GS-404, Biological
Science Laboratory technician, and GX 601, Health Science Specialist
series, at grades 5-9.
2. The use of standing registers will allow the DEU to advertise
nationally and continually for positions under the 404 and 601 series. The
process offers ongoing recruitment for positions and current lists of
qualified applicants readily available to submit to hiring officials upon
request. In essence, the process should substandially reduce delays field
sites experience in recruiting needed staff to work on research projects.
3. To access this service, your local Human Resources Office (HRO) will
submit the following information to the DEU:
- SF 39 - Request for Eligibles
- Grade and Series
- Tour of Duty
- Duty Location
- Travel and Relocation Expenses (if applicable)
- Short Description of Duties
- Selective Factors
4. The DEU will process name requests. Your HRO will contact the DEU
via email to identify the names of the applicant and the position,
identify whether the position will be filled from a standing register or
whether your HRO will submit new information to fill the vacancy.
5. this service is established to accelerate the recruitment of
qualified people. We would appreciate the dissemination of this memorandum
