Subj:   IRB Fees-A Brief Survey

As suggested at the November 30, 2001 meeting of the Board of Directors, a brief survey of IRB fees at VA facilities was conducted.  Supplemental information was gathered via the internet in regard to commercial and university IRB fee structures.   For those VA facilities indicating they used the IRB of their university affiliate, the data was incorporated into the university figures.  In virtually all cases, fees were charged only to commercially-sponsored research by the VA and University IRBs.

VA IRBs:  Information was collected from 27 VA sites operating their own IRBs.   Of these, four indicated they were not currently imposing IRB charges although one of these stated  it would likely initiate an IRB charge in the near future.   Of the 23 remaining, the initial review rate ranged from $500-$2000 with an average of $1417.  Continuing review fees were in effect at ten of the 23 VA facilities with fees ranging from $200 to $500 and an average of  $470.  (The current Hines IRB rates are $1500 for the initial review and $500 for the continuing review.)

University IRBs:  Fee data for a total of 29 universities with IRB rates either published on the internet or provided by their VA affiliates was collected.  Four of the 29 universities were not charging for IRB reviews.  Of the other twenty-five, the cost of initial review ranged from $260 to $2500 with the average being $1243.   Eleven of the university IRBs listed a charge for continuing reviews which ranged from $150 to $800 and averaged $419.

Commercial IRBs:  As a point of interest and for comparative purposes (VA facilities are not allowed to use commercial IRBs) five commercial IRBs with rate structures published on the internet were identified.  The range of initial review costs was $975 to $1350 with the average being $1145.  Continuing review rates were in effect at four of the commercial IRBs and ranged from $350 to $800 with the average being $512.  The rate structure for some of these was more complex and detailed than used by either VA or university IRBs (expedited review; $350; Initial review of qualifications of investigator, $300; major modification, $600;  minor modification, $250; emergency meeting of IRB, $2500; etc).

Based on this brief survey, it appears most, but not all, research facilities are charging for IRB services at rates consonant with those currently being charged by the Hines/N Chicago VA Institutional Review Board.
