INTRAMURAL SUBMISSIONS AND TBI-PTSD CONFERENCE CALL REMINDER – AUGUST 24, 2007

DOD has verified that the submission dates for the Intramural Programs are August 29 for LOIs and September 20 for proposals. However, the “Create New Pre-Application” web page (attached) fosters the impression that both the LOIs and the full proposals are due on September 20. This has been brought to DOD’s attention.

While we await a response, following the VMRF suggestion pasted below seems to be good advice for PIs. Additionally, NPCs may wish to advise their PIs to submit their materials at least two days ahead of the deadlines in order to take advantage of the 48-hour window of opportunity the system allows for adjustments.

Even though the CDMRP proposal site shows the due date as being September 20, 2007, we are advising our investigators to at least upload their LOI(s) by August 29th, 2007 because once an LOI is uploaded a date stamp appears in Field #1 Letter of Intent in the Required Files section of the proposal. We don’t know if the date stamp actually has any particular significance in terms of the due date for the LOI but until they update their Submission Requirements table, we’re playing it safe by observing the August 29th due date and interpreting that the upload date will at least serve as confirmation to the DOD that the LOI was uploaded timely. Again, this is our advice to our investigators until the DOD’s submission date guidelines are updated. Please share if you find this helpful.

Also, Kelly Cochran (ED Charleston Research Institute) sent the following:

What I have found is if the PI goes ahead and submits the LOI now it is assigned a number, CDMRP notifies me, and the contracting agency (the NPC) then has access to the file. Otherwise it’s all in the PI’s head. You get an email notification like this once they submit a LOI:

Dear Ms. Kelsie Cochran,

Dr. XX at your institution is in the process of submitting Pre-Application PTXXXXX to the Department of Defense Congressionally Directed Medical Research Programs (CDMRP). This message is being sent to you because you have been identified as the Pre-Application Contract Representative from the Sponsored Programs Office (or equivalent) who is authorized to either submit or negotiate (or both) on behalf of the institution.

You will receive an email notification specific to each research Pre-application being submitted by Investigators at your institution. Each email will contain information about the Investigator and the Pre-Application Log Number so that you can access the appropriate information.

Please note that this notification is for information purposes only.

The submission of the Pre-Application to the CDMRP eReceipt Website requires no action on your part. It is the Investigator's responsibility to "submit" the Pre-Application.
